This research paper consists of three main elements:· A schematic review of a range of policy literature and strategy documents etc· A short survey of academic literature· Semi-structured practitioner interviews, with some key individuals involved in the subject, not all could be reached within our time frame (but can be added later in the project), these were conducted by telephoneThe first sections of the paper use the literature reviews to set the scene, bring out the main issues faced by the voluntary sector and umbrella organisations, and set out the types of response developed. Later on we use content from the interviews to test how effective these responses have been, and to highlight issues of practice and implementation. The paper wraps up with some brief conclusions and further questions.This Work Foundation paper represents our emerging findings as at 31 May 2002
