Role
To work towards a vision whereby all individuals, irrespective of their background or education levels would be given the chance to learn new skills, fulfill their potential, and improve the quality of their lives at home and at work.
Local LSCs have an average annual budget of œ100m and responsibility for over 100,000 local learners.
Each LSC also has a representative of the European Social Fund (ESF). This is a source of funding for activities to develop employability and human resources. Between 2000 and 2006, the ESF will provide up to 45% of the costs of a project, match funding has to come from other sources.

Accountability
The National Learning and Skills Council is as ?executive, non-departmental public body.? It is governed by a national council (chair, up to 14 council members and chief executive). There are 47 local LSCs - 6 in the South East region.

Board Members
At least 40 per cent of the members have substantial recent business and commercial experience. Each LSC has a representative from SEEDA at a member ?to reinforce the important links between the LSC and the RDAs on integrating skills strategies and planning.? Members are also expected to include people who understand the needs of:
local communities, through local authority and voluntary sector experience; employees, through trade union representation; young people; people with special needs and learning difficulties or those with disabilities; adult and community learning; and people who face discrimination.

Regional Links
LSCs work closely with SEEDA, local authorities, learning partnerships, the Connexions Service, the Small Business Service, University for Industry and others.
