Third Sector Review
What is the Third Sector Review?
In his Budget speech in February, Gordon Brown announced that there would be a review into the future role of the third sector in social and economic regeneration in England to inform the Comprehensive Spending Review in 2007. The review was heralded as the largest consultation ever undertaken with the voluntary/community sector and with the creation of The Office for the Third Sector, it was led by Ed Miliband, the Minister for the Third Sector as a joint Cabinet Office/HM Treasury Review. The review took a cross-cutting approach to the long term priorities for the sector in the context of future challenges faced by society such as demographic and socio-economic change, continued global uncertainty and poverty, and increasing pressure on our natural resources and global climate. The review aimed to build on the previous cross-cutting reviews of the Third Sector which particularly examined its role in public service delivery in 2002 and 2004. The review was advised by Campbell Robb, then Director of Public Policy at NCVO and a panel comprising of representatives from across the sector.
This review was branded the largest ever consultation with the sector and will feed into 2007's Comprehensive Spending Review which is about future government funding priorities.
Government defines the 'Third sector' as non-governmental organisations which are value-driven and which principally reinvest their surpluses to further social, environmental or cultural objectives. It includes voluntary/community organisations, charities, social enterprises, cooperatives and mutuals. Faith groups also play a very important role.
The Review, which was led by the Cabinet Office and HM Treasury, had six main headings or themes:
- cohesive communities and building a voice for citizens;
- partnership working to deliver a shared agenda;
- promoting innovation and enterprise;
- creating a culture of volunteering and mentoring;
- future role of the sector in shaping and delivering public services;
- creating a sustainable resource base.
RAISE's Response to The Third Sector Review
RAISE has submitted its response on the Third Sector Review Consultation to HM Treasury. The response was based on feedback from the range of events and meetings that took place in the region during the past three months. RAISE is very grateful to all those who took the time to take part in the consultation, particularly to local organisations who were willing to organise an event. The Government will publish key findings from the Review in time for November's pre-budget report and the full results will be ready in March 2007.
