The Regional Consortium
Terms of reference
Role
Championing and supporting the infrastructure developmentprogramme inthe South East, reviewing outputs and achievements and advising onimprovements.
Purpose
- To strengthen region cross-sectoral partnership working tomaximise available resources and ensure effective delivery.
- To ensure regional stakeholders, including the voluntaryand community sector, statutory sector, urban and rural perspectivesare appropriately reflected and represented.
- To establish and agree priorities for infrastructuredevelopment in the region.
- Advise GOSE on the appointment of fund managers, theadministration of the programme in the region, and forward planning.
- Receive local development plans and any other grantproposals put forward by all relevant parties for final approval.
- To act as a focal point, for promoting and ensuring detailsof the programme are transparent and clear and widely disseminated toother stakeholders and those that consortium members represent in theregion.
- Review progress and outcomes of the programme.
Membership
Chaired by VCS representative, agreed by consortium members.Secretariat to be provided by RAISE
- Regional Organisations: GOSE, SEEDA, Big Lottery Fund,RAISE, SERCC, SEVSFF, LSC, SEERA.
- Local Authorities: to be represented at county, district,urban, rural and unitary level.
- Local Voluntary and Community Sector: electedrepresentatives, process to be determined.
Membership will be reviewed regularly and at least annually toensure that it remains representative of the sector and widerstakeholders and remains relevant to the programme.
Requirements for consortium members are:
- Ability and enthusiasm to help shape infrastructuredevelopment across the region.
- Responsibility for and ability to communicate informationabout the programme to and from those that they represent in the region.
- Ability to commit up to half a day per month on consortiumbusiness and for at least one year.
- A good grasp of the needs and challenges of the South Eastregion.
- Respect for issues of confidentiality in conductingconsortium business according to the Conflict of Interest document.
Meetings
- Meetings to be held approximately every two months or morefrequently if necessary.
- Decisions will be consensus based, but where necessary GOSEhas responsibility for resolution.
- The Chair, in consultation with other members and theSecretariat, will agree all agendas. All papers for discussion andminutes of meetings to be made available, where possible, to an agreedtimeline, as agreed by the consortium.
- Minutes will be available on the Secretariats web-site.
- Members will agree to any necessary ‘declarationsof interests’ in the conduct of regional consortium affairs.
- Any questions to be addressed to members of the consortium.
