Local consortia exist in each shire county and in each unitary area. In each of the shire counties the Regional Consortium commissioned the Rural Community Council to initiate the consortium. In unitary areas the Regional Consortium commissioned the Council for Voluntary Service to do the same. These 20 lead bodies agreed to set up a local consortium that, in turn, would agree a local infrastructure development plan (LIDP) by March 2006.
Local consortia consist of a mix of bodies, primarily but not exclusively from the voluntary sector, that provide support services; funders and potential funders of providers of support services; and, a wide representation of frontline voluntary and community organisations - the beneficiaries of the support services. GOSE provided detailed guidance to all local consortia.

Most, but not all, local consortia in the south east operate on a two tier basis - a wide consortium described above and an executive or steering group that moves the work along in-between meetings of the wide consortium.
Local consortia have been allocated sufficient funds from the Regional Consortium to undertake or commission research work with frontline voluntary and community organisations that will provide a robust evidence base for their LIDP and its proposals.
The main output from all local consortia is the Local Infrastructure Development Plan (LIDP) that is required by the end of March 2006. GOSE provided detailed guidance to all local consortia on the content of LIDPs.
