The Review of sub-national economic development and regeneration, or SNR for short, outlines the Governmentâs proposals for new regional arrangements. The SNR was published by the Treasury last July and was the first comprehensive statement on regional arrangements since the North East voted ânoâ to a directly elected regional assembly in November 2004.

Equality and Diversity Advisory Group
A common purpose partnership consisting of regional stakeholders, members of the VCS who bring equalities perspectives and RAISE, working together to develop a framework for the advancement of a south east regional equality body/network. The framework will explore the aims, objectives, issues of representation and overall strategic direction. This framework is an initial step for the progression and development of a regional equality body. Once established it is envisaged that the body/network will raise standards within the sector, influence policy by utilising the most appropriate partnerships and be a collective âvoiceâ for equality, diversity and human rights in the south east region.

Funding and Finance: Developing the Dialogue between the Public and Third Sectors in the South EastThe ChangeUp Early Spend work in 2004 highlighted that funding and finance was a key concern for the third sector. Particular issues included procurement, full cost recovery, Local Area Agreements (LAAs), and the sharing of best practice and experience around these topics. In response to this, the South East Regional ChangeUp Consortium commissioned a Funding and Finance Programme (FFP) through RAISE.

Footprints for the Future - Post Conference Report11th October 2007The 2007 RAISE conference was held at Madejski Stadium, Reading on Thursday 11th October. Around 140 delegates attended from across the regionâs voluntary/community sector(VCS).The title of the conference was âFootprints for the Futureâ acknowledging the need for debate on the role of the VCS in the third sector arena and looked at what the âfootprintâ for the future may look like. During the conference we asked delegates to explore concepts such as:- The implications of central Government policy for the VCS;- The importance of the VCS having the opportunity to influence policy agenda;- The Government drive to involve the VCS in policy design and delivery at local level;- Equality and Diversity.

RAISE BUSINESS PLAN 2008 - 2011
RAISE was set up in 1999 with a mission to enable VCOs to influence regional policy, wherever it is made or implemented, for the benefit of the people they serve. Every year since then weâve been able to report substantial achievements in fulfilling this mission. And, most importantly, our 1,500 VCO members tell us that we are doing a vital job â keeping them abreast of policy developments which affect them and enabling them to influence those developments without having to take their eyes off their front-line work.

Weâre proud of what RAISE has achieved since 1999 when it was set up with a mission to enable VCOs to influence regional policy, wherever it is made or implemented, for the benefit of the people they serve. Every year since then weâve been able to report substantial achievements in fulfilling this mission. And, most importantly, our 1500 VCO members tell us that we are doing a vital job â keeping them abreast of policy developments which affect them and enabling them to influence those developments without having to take their eyes off their front-line work. If the world in which VCOs work hadnât changed much, weâd just stick with the same mission and carry on doing what weâve been doing well. But the hard truth is that our world has changed - dramatically. And there is still more change to come. And probably at the same breakneck speed that itâs become coming at us over the last 18 months

RAISE Response DLR August 2007
RAISE is pleased to participate in the consultation of the Discrimination Law Review. However, we are very disappointed that the consultative approach taken by CLG has ignored the Voluntary/Community Sector (VCS) in the events that it has hosted. The views within this response take into account comments received from the RAISE membership and include opinions developed from RAISEâs involvement in setting up a regional Equality and Diversity Network.

RAISE response to the Third Sector Strategy for Communities and Local Government
RAISE welcomes the opportunity to participate in the Review of the Third Sector Strategy for Communities and Local Government. Due to the timing of the consultation falling over the holiday period it has been difficult to engage our members extensively. However we have received some feedback and thoughts which are included in this response from RAISE.

RAISE Voluntary/Community Representativesâ response to the Regional Sustainability Framework
The 7 RAISE Voluntary/Community Sector (VCS) Representatives welcome the opportunity to comment on the Regional Sustainability Framework (RSF) and are broadly supportive of the document. The RAISE VCS Representatives believe that the RSF will become increasingly important as the recommendations of the Review of Sub-National Economic Development and Regeneration (SNR) are implemented and the Regional Development Agency is given executive responsibility for preparing a single regional strategy which will set out the region's economic, environmental and social objectives. The 7 RAISE VCS Representatives welcome the ambitious targets set in the RSF but recognise that many will be dependant on behaviour change and believe that serious thought must be given to how those most in need can be encouraged to change their behaviour, without the use of measures which would risk worsening their situation.

Response to the South East England Health Strategy draft for discussion
RAISE welcomes the opportunity to comment on the Regional Health Strategy and is pleased that the South East now has a regional strategy for health to sit alongside the South East Plan (the regional spatial strategy), the Regional Economic Strategy (RES) and within the Regional Sustainability Framework. However we are disappointed that the strategy was not formally consulted on for a 12 week period in line with the Compact1 between the Government and the Voluntary and Community Sector (VCS). We are also seriously concerned that the strategy makes no mention of the VCS* who will have a crucial role to play in its implementation.
