We’re proud of what RAISE has achieved since 1999 when it was set up with a mission to enable VCOs to influence regional policy, wherever it is made or implemented, for the benefit of the people they serve. Every year since then we’ve been able to report substantial achievements in fulfilling this mission. And, most importantly, our 1500 VCO members tell us that we are doing a vital job – keeping them abreast of policy developments which affect them and enabling them to influence those developments without having to take their eyes off their front-line work. If the world in which VCOs work hadn’t changed much, we’d just stick with the same mission and carry on doing what we’ve been doing well. But the hard truth is that our world has changed - dramatically. And there is still more change to come. And probably at the same breakneck speed that it’s become coming at us over the last 18 months. In February 2007, the RAISE Board identified a number of major new issues which were likely to affect RAISE’s long term direction and financial sustainability. They therefore undertook a fundamental review of RAISE’s purpose, direction and funding before producing the next three year business plan for 2008-11.

Funding and Finance: Developing the Dialogue between the Public and Third Sectors in the South EastThe ChangeUp Early Spend work in 2004 highlighted that funding and finance was a key concern for the third sector. Particular issues included procurement, full cost recovery, Local Area Agreements (LAAs), and the sharing of best practice and experience around these topics. In response to this, the South East Regional ChangeUp Consortium commissioned a Funding and Finance Programme (FFP) through RAISE.

RAISE is pleased to participate in the consultation of the Discrimination Law Review. However, we are very disappointed that the consultative approach taken by CLG has ignored the Voluntary/Community Sector (VCS) in the events that it has hosted. The views within this response take into account comments received from the RAISE membership and include opinions developed from RAISE’s involvement in setting up a regional Equality and Diversity Network.
